Administrative Setup of Rashtriya Mahila Kosh (National Credit Fund for Women)
Rashtriya Mahila Kosh (RMK)(The National Credit Fund for Women) was setup on 30.03.1993 under
the aegis of Department of Women and Child Development, Ministry of Human and Resource Development,
New Delhi. It was registered under Society Registeration Act 21, 1860. The area of operation of

Aims & Objectives
A. The aims & objectives of Rashtriya Mahila Kosh are as follows:-
1. To promote or undertake activities for the promotion of or to provide credit as an instrument of socio-
economic change and development through the provision of a package of financial and social development
services for the development of women.
2. To promote and support schemes for improvement of facilities for credit for women:-
a) for sustenance of their existing employment
b) for generation of further employment
c) for asset creation
d) for asset redemption and
e) for tiding over consumption, social and contingent needs
3. To demonstrate and replicate participatory approaches in the organization of women’s groups for effective
utilization of credit resources leading to self-reliance.
4. To promote and support experiments in the voluntary and formal sector using innovative methodologies to
reach poor women with credit and other social services.
5. To sensitize existing government delivery mechanisms and increase the visibility of poor women as a vital
and viable clientele with the conventional institutions.
6. To promote research, study, documentation and analysis, including provision of fellowships and scholarships,
of credit and its management and of successful experiences at various levels in order to promote replication
and dissemination of successful credit extension and management methodologies.
7. To promote the federation and net working of women’s organisations for shaping & exchange of experience
and information and to develop skills in response management & social mobilization.
8. To promote and support the expansion of entrepreneurship skills among women.
9. To cooperate with and secure the cooperation of the Central Government, State Governments and Union
Territory Administration, credit institutions, industrial and commercial organisations and non-governmental,
voluntary and other organisations and bodies in promoting the objects of the Kosh.
10. To accept subscriptions, grants, contributions, donations, loans, guarantees, gifts, bequests etc. on such
terms and obligations not inconsistent with the aims and objects of the Kosh, and
11. To do all such lawful acts & things as may be necessary or conducive for furthering the objects of the Kosh.
B. There shall be no discrimination on the ground of religion, community, caste or class, creed or race in carrying
out the aims and objects of the Kosh.
C. All the incomes, earnings, movable, immovable properties of the Kosh shall be solely utilized and applied towards
the promotion of its aims and objects only as set forth in the Memorandum of Association and no part of income
and property of the Kosh shall be paid or transferred directly or indirectly by way of dividends, bonus, profits or
in any manner whatsoever to the present or past Member of the Kosh or to any person claiming through any
one or more of the present or past members. No member of the Kosh shall have any personal claim on any
movable or immovable properties of the Kosh or make any profits, whatsoever by virtue of his membership. The
accounts of the Kosh shall be audited and balanced each year.
Provided, however, nothing herein contained shall prevent the payment, in good faith, of remuneration to any
member or other person in return for any services rendered to the Kosh or for traveling allowances, halting or
other similar charges.
Function of the Kosh
The Kosh discharges the following functions for the furtherance of its objects.
1. The Kosh will seek to enable women to achieve economic independence. It will strive to go beyond credit
delivery and provide services for integrated development centred around the needs of poor women.
2. While provision of credit to cover composite needs is essential, such credit will be linked mainly to production
and economic activity.
3. To create an environment to facilitate and support further innovation and experimentation for designing
suitable delivery mechanisms to reach poor women.
4. To provide for research, whose primary function would be to explore/facilitate and conduct participatory
action research and analysis, based on which policy imperatives and action (including legislation) can be
identified and advocated to address the constraints in the formal system.
5. Education of credit management will be integrated with the provision of credit, along with literacy and skill
training for individual women, leadership training among groups for self management, etc.
6. Accessibility of credit to poor women will be improved in terms of physical distance, simplification of
procedures, flexibility of measures for loans and recovery and other measures conducive to increase
utilization, etc.
7. Provision of a number of support services (both economic as well as social) to enable the women to
address themselves to the complexity of the problems and deprivations arising from poverty and
powerlessnes, over the above services and schemes already existing.
8. Provision of adequate, timely, regular flexible credit inputs matched to the individual needs of women
allowing for the seasonality and diversity of poor women’s work and occupations.
9. Promote and support grassroot level societies and organisations and other participatory structures for
providing for women effective access to decision making.
10. To have a policy and advocacy dimension in its working which based on all of the above, would provide a
basis for revisions in the formal system.
11. Develop effective channels of communication between women and the credit/banking systems to enable
the latter to adapt their procedures as required by the personal priorities and constraints of poor women.
12. Advocate for greater appreciation among the conventional credit systems of the need for simple
alternative systems and rethinking of the social lending costs in reaching the poor.
13. Establish a mechanism for dissemination of information and experience among agencies in the Government
and non-government sectors in the area of credit for poor women.
14. Identify and build up a resource base for training, project formulation and evaluation of needs at
regional levels so as to promote greater outreach of services and coverage of remote areas.
15. To mobilize resources at several level from governments, public and private donors and from other
developmental agencies both governmental and non-governmental.
16. Motivate voluntary organisations.
17. To coordinate with other credit and development agencies/connected with the well being of women.
18. To grant monetary and other assistance including loans/guarantees to banks/ persons/organisations and
associations, etc. who are engaged in the promotion and development activities for economic upliftment of
women.
19. To subscribe to or become a member of or otherwise cooperate with other associations whose objects are
wholly or in part similar to those of the Kosh.
20. To borrow, raise or secure the payment of money in such manner as the Kosh shall deem proper or
convenient for furtherance of the above objects and, in particular, by the issue of bonds, debentures, bills
of exchange, promissory notes or other obligations or securities of the Kosh and to purchase, redeem or
pay off such obligations or securities.
21. To accept and to give grants, donations and subscriptions in furtherance of the objects of the Kosh.
22. To purchase, accept as a gift or otherwise acquire and own or take on lease or hire temporarily or
permanently, any movable or immovable property necessary or expedient for the furtherance of the
objects and activities of the Kosh and to deal with the same in any manner whatsoever.
23. To support and do all such things as are or may be necessary or incidental to, or conducive to the
attainment of any of or all of the objects of the Kosh.
General Body and Members of the Kosh
A. The General Body shall consist of the Chairperson and the following categories of
Members:
1. Permanent Members : Sponsors shall be the permanent members of the Kosh.
2. All members of Governing Board.
3. Institutional Members : Institutional Members could be Financial Institutions, Banks/Corporate Bodies, Public
Charitable Trusts,Benevolent Societies, Academic Bodies, Research Institutions, Institutes or Bodies
organised or setup by the Central Government or any State Government or other agencies for the purpose
of promotion of economic upliftment of women (with particular reference to thrift and credit or otherwise),
provided that each of them satisfies the conditions and has made a minimum contribution or such amount as
may be prescribed from time to time by the Governing Board.
4. Individual Members : These could be from experts in related spheres, individual beneficiaries, or their
Groups/Federations on payment of the contribution and compliance with such conditions as may be
prescribed by the Governing Board.
B. Admission of Membership:
This shall be determined by Governing Board.
C. Cessation of Membership:
1. The members of the Kosh shall hold office for such period as the Government may decide in this regard. The
Governing Board can also terminate the membership at any time without assigning any reason. Where a
person becomes a member of the Kosh by reason of the office of appointment he holds, his membership
of the Kosh shall terminate when he ceases to hold that office of appointment.
2. The Governing Board may decide to remove a Member from membership of the Society for failure to pay the
prescribed annual subscription for two consecutive financial years.
3. A member, other than ex-officio member, may resign his office by a letter addressed to the Chairperson and
such regisnation shall take effect from the date it is accepted.
D. Appeal and Re-admission of members
Such members, whose membership has ceased as described in Rule 5(c)(i) above shall have the right of appeal in the next
General Boady Meeting, whose decision, by a majority of members present and voting, shall be final and binding.
Such members, thus readmitted, shall pay all arrears of subscriptions and other sums and furnish such undertakings as the
Governing Board may from time to time prescribe.
E. Subscription
The amount of subscription payable by a member at the time of admission and annually shall be as
determined by the Governing Board.
F. Mebmership Rolls :
The Kosh shall maintain at its Registered Office, a roll of its members. Every member or his authorised
representative shall sign the roll and State therin his/her or its name, occupation and address. The Society
shall enter the following particulars in the role of membership :
1) The date on which the member was admitted.
2) The date on which the member ceased to be a member.
3) The particulars of subscription paid.
G. Mebmer's Right of Inspection :
A member shall have the right of inspection of accounts and registers and proceedings of the General Meetings
during office hours and in accordance with the general guidlines framed in this regard by the
Governing Board from time to time.
GENERAL MEETING
The Generanl Body of the Kosh shall meet once in a year but within six months of the close of the
financial year on 31st March of the year. The date of such meeting shall be as decided by the Governing
Board. A notice of clear 21 days shall by given to the members of the Kosh for such a meeting. The following
business shall be transacted at the General meeting :-
1) To consider and adopt the Annual Budget, Annual Report and Audited Accounts of the Kosh together with
the Auditors Statement on the accounts.
2) To review the progress of the operations of the Kosh.
3) To review the broad policies and practices of the Kosh and make appropriate recommendatinos.
4) To transact any other business as may be brought forward by a member with the permission of the
Chairman of the meeting.
EXTRAORDINARY GENERAL BODY MEETING
Any member of the Governing Board may requisition an extraordinary General Body Meeting and the
Chairperson shall thereupon convene such a meeting within a period of 60 days from the date of receipt of such
requisitoin by the Kosh, provided that at least one third of members of the Governing Board have also seconded
the requisition.
Procedure at General Boady Meetings
1) Every meeting of the General Body shall be presided over by the Chairperson or in his/her absence, by a
member chosen at the meeting.
2) Each member including the Chairperson shall have one vote and, if there should be equality of votes on
any question to be determined by the General Body, the Chairperson shall, in addition, have and exercise a
casting vote.
3) One third of total membership of the Kosh, present in person or through authorised representatives shall
form a quorum for any meeting of the General Body. If any meeting cannot be held for want of quorum, the
members present may adjourn the meeting for half an hour. If at such adjourned meeting also, no quorum
is present, the members present being not less than five shall form a quorum.
4) In the event of absence of the requisitionist of the Extraordinary General Body Meeting, the meeting shall
stand dissolved unless otherwise decided by the Chairperson.
5) The General Body, by a simple majority, may adopt any other procedure as may be deemed necessary.
Governing Board
Rashtriya Mahila Kosh is being administered by a Governing Board of sixteen members consisting
of the ex-officio Chairperson who is Minister of State in the Department of Women and Child
Development, Govt. of India, 7 Senior officials of Central and State Government, 7 Specialists
and representatives of NGO’s active in the field of micro-credit for women, the Executive Director,
Rashtriya Mahila Kosh who is also ex-officio Member Secretary.
There shall be a Governing Board consisting of not more than sixteen members (inclusive of the Chairperson).

(II)(a) The terms of the membership of the Members at Sl.No.(vii) and (viii) shall be one year and of
the Members at Sl.No.(ix) to (xv) shall be three years, or as may be fixed by the Government.
The term of E.D. will be coterminus with his/her term as E.D. of RMK.
(b) In special circumstances where a nominated Director of RMK holding the post of Secretary to
the Govt. of India is not in a positon to attend a particular meeting of the Governing Board or
its Committee or General
Body of RMK, he may, with the prior permission of the Chairman of
the Governing Board, depute his
nominee holds the substantive rank of not below Joint
Secretary in that Ministry.
Powers and functions of the Governing Board :-
The general superintendence, management and control of the affairs of the Kosh shall vest in the
Governing Board. Save as herein expressly provided, the duties, powers, functions and rights
whatsoever consequential on or incidental to carrying on the objectives of the Kosh shall be
exercised by the Governing Board.
In particular and without prejudice to the generality of the foregoing provisions and Subject to the provisions of the memorandum, the Governing Board may:-
• Take steps for making, amending, or repealing any rules, regulations and byelaws of the Kosh subject to the
approval of the General Body and in compliance with the provisions contained in the Act.
• Accept and give grants, loans guarantees/gifts, donations and subscriptions whether in cash or in securities
or in any other form, in furtherance of the objects of the Kosh.
• Purchase, acquire, take on lease or hire, accept as gift any movable property and to deal with the same for
furtherance of the objects and activities of the Kosh.
• Sell, assign, mortgage, lease, exchange or otherwise dispose off any movable or immovable property of the
Kosh as may be necessary or convenient for the working of the Kosh
• Borrow or raise money that may be required by the Kosh from such sources and on such terms as may be
deemed desirable by the Governing Board and hold custody of the funds of the Kosh.
• Enter into agreement for and on behalf of the Kosh.
• Sue and defend all legal proceedings on behalf of the Kosh.
• Appoint committee/committees for the disposal of any business of the Kosh or for rendering advice in any
matter pertaining to the Kosh.
• Prepare and finalise the annual report, the annual accounts and the financial estimates of the Kosh as it
may deem appropriate.
• Delegate to such extent as it may deem necessary any of its powers to the Executive Director or any other
officer of the Kosh or to a Committee/Committees of the Governing Board.
• Subject to the provision contained in the Act, take steps to make, adopt, amend, vary or rescind from time
to time rules, regulations and byelaws of the Society:-
1. for conduct of the business of the Governing Board and the Committee to be appointed by it;
2. for the delegation of its powers, and;
3. for fixing the quorum and;
4. for all other matters for which provision is necessary or expedient; and
5. perform such other functions and duties as may from time to time deemed fit, proper and expedient and
those assigned to it by the General Body.
Proceedings of the Governing Board
1) The Governing Board shall ordinarily meet once in every three months provided that the Chairperson on his
/her own may, or on a requisition of not less than four members of the Governing Board shall, require it to
be convened at any time. Not less than seven days notice shall ordinarily be given for every meeting of the
Governing Board provided that a shorter notice shall not invalidate the decisions taken in a meeting.
2) Five members shall consitute quorum for any meeting of the Governing Board.
3) In case of difference of opinion amongst members, the opinion of the majority shall prevail.
4) Each member including the Chairperson shall have one vote and, in case of an equality of votes on any
question to be determind by the Governing Board, the Chairperson shall, in additon, have and exercise a
casting vote.
5) Every meeting of the Governing Board shall be presided over by the Chairperson or, in his/her absence,
by a member chosen at the meeting.
6) A resolution may be adopted by the Governing Board by circulating to all its members and any resolution
so circulated and adopted by a majority of the members (including the Chairperson) who have signified their approval of such resolution, shall be as
effective and binding as if the resolution has been passed at a meeting of the Governing Board.
Chairperson's power to invite non-members to attend Governing Board Meeting
The Chairperson shall have the power to invite any subject matter specialist or any other person or persons
not being members of the Governing Board to attend its meeting but such invitees shall not be entitled to
vote at the meeting.
Sub-Committees
The Governing Board may contitute such sub-committees as it may deem appropriate for performing any task
that may be assigned to it by the Board.
Central Advisory Committee
An Advisory Committee consisting of subject matter specialists and reputed personalities in the area of
economic upliftment of women, and if necessary, Regional Advisory Committee/Committees may be setup as
per decision/direction of Governing Board to assist and advise on the broad policies and programmes and
new directions for development of activities of the Kosh.
Directions by the Government
Notwithstanding, and in addition, anything contained in the Rules, the Government shall have the right to
issue suitable directives on broad questions of policy and matters of general interest to the Kosh. In
addition, the Government may at any time appoint one or more persons or institutions to review or evaluate
and report on any aspect of the working of the Kosh.
Bye-Laws/Procedures of the Kosh
The Governing Board shall have the power to make and frame bye-laws and procedures, not inconsistent
with the Memorandum of Association and the Rules of the Kosh and to alter, amend and rescind these bye-
laws and procedures from time to time for the administration and management of the affairs of the Kosh, to
fulfil its aims and objects.
Consultation with Public for Policy formulation
Non-Official members of Governing Board are consultants to give their views at the time of formulation of
policies relating to schemes and operations.
Executive Director and Employees
The Executive Director is the Chief Executive Officer of the Kosh responsible for the proper administration of the
affairs of the Kosh under the overall supervision, direction and control of the Governing Board.
1. The Executive Director shall be the Chief Executive Officer of the Kosh. He shall be responsible for the proper
administration of the affairs of the Kosh as well as of the conduct of the other Officers and staff, under the
overall supervision, direction and control of the Governing Board.
2. The Executive Director will be assisted by an appropriate strength of officers and staff as may be determined by
the Governing Board.
3. The officers and staff will be appointed by the Governing Board in accordance with Recruitment Rules and
service conditions to be formulated by the Board.
4. The Executive Director shall, in all matters under his charge, have the powers and exercise the duties
assigned to him in these Rules or Bye-laws/procedures that may be framed or such powers and duties as may
be delegated further to him by the Governing Board. He may further sub-delegate his powers and duties with
the approval of the Governing Board.
5. The Executive Director shall also be the Member-Secretary of the General Body and of the Governing Board.
Delegation of Financial & Loan Sanctioning Powers
The Governing Board has delegated undernoted financial & loan sanctioning powers to
Executive Director & General Manager of Rashtriya Mahila Kosh.
Executive Director
1. The financial power of Executive Director for sanction of expenditure for any single item is Rs.3.00 lakhs subject
to the special instruction of Ministry of Finance regarding expenditures on items like purchase of car etc.
2. The power of the Executive Director to sanction loan is Rs.20.00 lakhs at present.
General Manager
1. General Manager has been delegated powers to sanction expenditure to the extent of Rs.10,000/- in each case
(Recurring) and Rs.20,000/- (Non Recurring).
2. The payment of bills against any committed recurring expenditure like payment of rent of building, electricity,
telephone charges, charges of maintenance contract already approved by the competent authority or where no
direction is involved, is delegated to the General Manager or to the Deputy Director looking after his work on
account of GM being on leave/tour etc, the cases of substantial increase, are however to be placed before the
Executive Director.

Government of India by rotation for a period of one year generally.

Method of Remuneration
In Rashtriya Mahila Kosh, there are three categories of employees:-
A. Appointment by transfer on deputation
B. Regular Staff
C. Short-term contractual officials
Rashtriya Mahila Kosh is paying monthly pay and allowances to the officers on deputation in accordance with their terms and conditions of parent organization.
The regular staff is paid monthly remuneration at par with Central Government employees. It means that pay and allowances as applicable to a Central Government employee
working in the similar category are paid to regular staff of Rashtriya Mahila Kosh.
Rashtriya Mahila Kosh has engaged employees on short-term contract basis in pursuance of Recruitment Rules, 1999. They are paid monthly fixed contractual fees.
All the employees other than officers on deputation have been covered under employees provident fund and Miscellaneous Provision Act, 1952 with effect from 30.03.1998

The working hours of the Rashtriya Mahila Kosh is from 9.30 a.m. to 6.00 p.m. from Monday to
Friday. Any member of the public may approach the Rashtriya Mahila Kosh on any working day
during working hours and may contact relevant officer/staff from whom the desired information

Funds of the Kosh
The Funds of the Kosh shall consist of the follwing :-
1. Grants received from the sopnsors or any members of the Kosh.
2. Grants received from Central and State Government(s), other Trusts, Societies, and Foundations and
national and international bodies.
3. Donations or contributions from person or bodies.
4. Income from investments.
5. Income from other sources.
6. Loans raised by the Kosh.
7. Membership fee.
All grants, donations and contributions shall be deemed to be grants donations and contributions
towards the corpus of the Kosh unless otherwise specified by Government(s), Trusts, Societies,
Foundations arid bodies giving the grants, Donor(s) and Contributor(s). Provided that no funds
will be accepted by the Governing Board which in its opinion involves conditions and obligations
opposed to the aims and objects of the Kosh.
Accounts and Audits
1. The Kosh shall keep proper books of accounts in which shall be entered -
(a) all sums of money received and the sources therof and all sums of money expended by the Kosh and the
objects or purposes for which sums are expended, and
(b) the Kosh's assets and liabilities.
2. The financial year of the Kosh shall be from 1st April to 31st March.
3. The accounts of the Kosh shall be balanced each year on the 31st day of March, and annual accounts shall
be prepared.
4. The accounts of the Kosh shall be audited by a Chartered Accountant to be nominated by the Government.
5. The Kosh shall hold a meeting of the General Body to consider the Annual Report on its working and audit
report within six months of the close of the financial year and within 3 months of its General Body meeting
before which the Annual and audit reports are placed, send a copy thereof along with the annual Accounts
of the year to the Government, who shall cause it to be laid on the table of the House of Parliament.

Legal Proceedings
The Kosh may sue and may be sued in the name of its executive Director as per Section 6 of the Act. No suit or
proceedings shall become void by reason of any change in the nomenclature or temporary vacancy of the office.
Loaning Operations of Rashtriya Mahila Kosh
The Rashtriya Mahila Kosh is engaged in providing loans to eligible organisations for onlending to poor women.
The lending operation ecompasses following stages:-
1. Formulation of schemes and their approval by Governing Board,
2. Spreading of awareness about RMK’s policies and schemes amongst NGOs through IEC Activities in a planned
manner.
3. Selection of the scheme by potential NGO partner
4. Forwarding of loan application in prescribed form alongwith all requisite, information and document.
5. The NGOs/Borrowing organisations (BO) submit the loan proposal in the prescribed format designed by RMK
with other documents as per enclosures.
6. Once it received by RMK, the dispatch clerk enters it in Letter Reciving register, stamp & number it. It is
put up to Executive Director who marks it to concerned Deputy Director who deals with the concerned
State. Then Dy. Director marks it to the concerned dealing assistant.
7. The dealing assistant enters it in Loan Receipt/Sanction/Rejection Register.
8. Scrutiny of loan applications - During the scrutiny of the loan application, the RMK satisfies itself about the
following matters:-
a. Whether the organization fulfills eligibility criteria as prescribed,
b. Whether organization fulfills eligibility norms as prescribed,
c. Whether all the requisite documents have been received,
d. Whether all the necessary information/clarification as required for appropriate decision have been
received,
e. If there is anything wanting in regard to points as brought out above, the NGO is requested to furnish
the same.
9. However, on receipt of all documents, information and clarifications decsion is taken either to decline the
proposal or to refer it for pre-sanction study by the RMK officials or nominated institutional monitor.
10.The pre-sanction monitoring of the loan proposal can either be conducted by a RMK official or nominated
institutinoal monitor (at present Agricultural Finance Corp. Ltd.). The monitor visits the organisation and
check all the books and registers such as Cash Book, General Ledger, Vouchers, SHG Profiles, SHG Savings
Register, SHG Loan Register of the borrowing organisation. He also visits the Self-help Groups promoted by
the organisation, interact with SHG members, verify all the records maintained at SHG level, assess the
demand of loan of SHGs.
After Pre-Sanction study has been received in which the monitor has recommended the amount of loan to
be sanctioned, an appraisal note is prepared for placing the same before in-house/loan committee with the
recommendation to sanction the amount of loan by the concerned Deputy Director considered deem fit
taking into account earlier track record, if any, of the applicant and also any other information in his/her
possession about its operations or otherwise.
11. The In-house/loan committee after considering all the relevant facts of the case as contained in the
appraisal note sanctions or defers or declines it. The concerned applicant is conveyed the decision of the
in-house/loan committee.
12. On sanction of the loan by the in-house/loan committee RMK conveys information about loan sanctioned
vide sanction letter which contains terms & conditions of the sanction, details of the documents to be
executed in Delhi by the authorized representative of the applicant and a guarantor to be duly witnessed by
two persons and other undertakings/ resolutions to be submitted by it before release of first installment.
13.After receipt of necessary documents like disbursement certificate, utilization certificate, list of
borrowers part I & II, quarterly progress reports, demand pronote, pre-receipt, application for 2nd &
subsequent drawals & appendix thereto, the post-sanction monitoring study is conduted by the monitor
to verify the end use of the funds, adherence to the terms & conditions of the sanction letter and quality
of utilization of funds. The monitor visits the organisation, verify the related documents, entries in book
registers, bank accounts, disbursement registers and adherence to the terms & conditions of the sanction
letter and quality of utilisation of funds etc. The monitor also visits the groups benefited out of the Ist
installment of loan, verify the assets created out of RMK loan. Depending upon the recommendations of the
monitor, RMK either releases the IInd installment of loan or recalls the loan.
The following paragraphs discuss various schemes, guidelines followed, time limit for disposal of loan application and details of the documents to be executed by the authorized representative, guarantor and witnessed by two persons in the office of RMK at Delhi.

The details of the Central Public Information Officer and Appellate Authority of Rashtriya Mahila Kosh
for the purpose of Right to Information Act-2005 is furnished as under :-

Guidlines for Monitors
Before sanctioning credit limit or any other facility to NGO under any scheme, Rashtriya Mahila Kosh
satisfies itself about the experience, credibility and infrastructure facilities available with
them to implement RMK programme. It is done by conducting the pre-sanction study either through
RMK officials or deputed institutional monitor. Further the monitors are also assigned post-sanction
monitoring studies to know the end use of RMK loan released to NGOs/borrowers for implementing the sanctioned programme.
It contains proforma of undernoted documents:-
(A) Pre-Sanction Study - During the pre-sanction study the monitor studies the following documents:-
1. Verification of original registration certificate, Memorandum of Association and bye-laws of NGO.
2. Whether Bye-laws of NGO/VOs/VAs etc have proper clause for borrowing.
3. Experience in credit management and recoveries including sources of funds and verification from the
field,
4. Financial details as per audited accounts and balance sheet for past three years.
5. Details of SHGs members, thrift, savings and loans given and to assess correctness of recovery of
internal loans to ensure compliance with our requirement that the recovery percentage of internal
loans should not be less than 90 percent of the amount of loan due for repayment during relevant
period.
(B) Post-Sanction Study - During post-sanction study undertaken by deputed monitor, he/she performs
following basic functions:-
1. Verification of information/certificates furnished by the NGO.
2. Quality of fund management by the NGO.
3. Whether separate books of accounts for RMK loan have been maintained.
4. Accounting system followed by the NGO. The monitor also verify whether loan from RMK is being
shown as liability in the balance sheet or not.
5. Comment on the capacity of the SHG in credit management.
6. Random check on utilization of loans by beneficiaries and to compare it with the information
furnished in the loan application.
7. Verification of the documents such as resolution of the Managing Committee from original documents.
8. Verification of the constitution of the current Managing Committee, experience in thrift and credit
management, SHGdetails etc.
9. Checking the diversion in the utilization of the loan as regards the purpose for which the loan was
sanctioned,
10. Whether the loan was given for consumption purpose in excess of admissible limit,
11. Whether the loan was not disbursed within the prescribed period
12. Whether the loans were given in excess of prescribed limit per borrower
13. Whether there are any unutilised funds, if so whether the same has been refunded to RMK.
(C) General Terms and conditions under Main Loan Scheme (MLS), Loan Promotion Scheme (LPS) - Whether
the NGO has adhered to the terms and conditions of sanction of loan if no deviations are to be specified
with reference to unit cost per borrower, rate of interest charged from ultimate beneficiaries and
system of charging interest from ultimate beneficiaries etc.

It provides details and proforma of records to be maintained at SHG and NGO level.
Document Execution
The NGO partners who have been sanctioned loans are required to execute following documents in the office at New Delhi:-
(A) Agreement-cum-Guarantee Deed
(B) Promissory Note
(C) Resolution passed by the Managing Committee authorizing the borrowings from the RMK and also the
delegating power to borrow from the RMK.
(D) D.P. Note Devliery Letter
(E) Proforma for computer database on NGO profile
(F) List of Governing Board Members as on the date
(G) Application for Membership enclosing therewith a demand draft of Rs.500/- if required
(H) Application for drawal
(I) Any other information/undertaking as is required will have to be also furnished.
The execution of documents by the Authorised representative of the NGO is to be witnessed by two persons.
Time Limit for disposal of loan applications
Time limit prescribed for disposing of loan application as laid down in Citizen Charter is as under:-
Acknowledgement of receipt of loan application - within 7 days from receipt of the application.
Process of sanctioning of loans :-
1. Sanction of loan up to Rs.20 lakhs - within 2 weeks after preliminary scrutiny and submission of pre-sanction
study report by the monitor.
2. Loan sanctions above Rs. 20 lakhs - within 1 month after preliminary scrutiny and submission of pre-sanction
study report by the monitor.
Disbursement of loan :-
1. Release of first installment of loan - within one week of execution of documents.
2. Release of second installment - within two weeks of submission of post sanction study report by the monitor.
